HB2 Teacher Certification Plan

During the 89th Texas Legislature, House Bill 2 (HB 2) was passed creating new limits on a district’s ability to waive teacher certification requirements for foundation curriculum courses. These updates to the Texas Education Code require districts to ensure teachers in core subjects are fully certified and no longer allow certain exemptions under District of Innovation plans.

In response, Huntington ISD developed and board-approved a transition plan outlining how we will meet certification requirements by the 2029–2030 school year. The plan includes clear timelines, goals to reduce the number of uncertified teachers, and partnership with educator preparation programs to support certification efforts.

By applying to the Texas Education Agency (TEA) for a delay, the district can thoughtfully implement these changes while maintaining stability for students and supporting current teachers as they complete certification. This waiver provides flexibility to meet state requirements responsibly and strategically.
